Subject: CFARS Net Controller’s Preamble

[1] To provide uniformity for both the Sunday Formal Net as well as the Wednesday Training and Data Net, it is requested that Net Control Stations [NCS] follow the guidelines and preamble as described below.

[2] We currently have neither deployed or remote stations active nor do we anticipate any Canadian Vessels to participate on any of our nets. If at any point CFARS is given a heads-up of anticipated activity of any of the aforementioned units, NCS’s will be advised accordingly.

[3] Any station that is holding time sensitive (high priority) traffic will utilize the normal break-in procedures at any point throughout a net.

[4] There are normally members that wish to be checked into the nets but secure early due to other commitments. This allows those members to be recorded into the Activity Register and maintain their status of activity.

[5] Given unpredictable propagation, compounded by the daily gray-line movement, we now sweep for check-ins from East to West. This method should allow for more participation of Eastern stations into the net before conditions deterioriate, especially during the Winter months.

[6] Operators should not identify the frequency that they are currently operating on by its assignment designator. Designators should only be used when moving stations to a working channel or shifting the net to another assignment but not to identify the assignment with its actual frequency.

[7] Compounding the highlights from Para 2 thru 6, it is requested the following net preamble be used for both net sessions;

ALL STATIONS ALL STATIONS THIS IS CHARLIE INDIA WHISKY 123 CHARLIE INDIA WHISKEY 123 “

CONVENING THE CANADIAN FORCES AFFLILIATE RADIO SYSTEM …” [Identify which net].

ANY STATION WISHING TO BE RECOGNIZED INTO THE NET AND SECURE EARLY CALL’….[Maybe by districts if conditons warrant]

[If the NCS does not have propagation into the Maritime districts, he would ask for a member that does have coverage to act as ‘Alternate NCS’. The Alt NCS should initially ask for ‘short timer’ stations before proceeding into normal check-in relays.]

[The sequence of check-ins should commence with the 800 district and, by alternating between the NCS and his alternate, finish with the 200 district.]

[8] NCS’s may, at their discretion, alter the format to satisfy unique or special circumstances that may arise during any one net. Paraphrasing of the suggested preamble (but maintaining the intended format) is also acceptable.

[9] NCS’s are asked to forward only the call signs (digits) of those stations that checked into their net and a breakdown of frequency, name or time is not required. Also, to eliminate surplus e-mails to other members, this report need only be sent to CIW681 to enable entry into the activity register.

[10] Stations that are unable to cover off their scheduled NCS slot are asked, time permitting, to either find a replacement or let CIW681 know so other arrangements can be made.

[11] The issue of changing of net times has been raised many times. After considerable review on this subject it has (again) been resolved that, no matter if we shift ahead or behind, the attempt to satisfy all members in all districts will never be achieved. Therefore UFN we will continue with the 2200 Zulu net(s).

[12] Suggestions or comments are encouraged and may be directed to CIW681. In our endevour to align the CFARS operations to a compatible level with other major players, any assistance or advise from the wealth of talent we have within our ranks is most appreciated.

CIW681 Cliff
