SUBJECT: CFARS WARNING ORDER 01/2006 – EXERCISE JUPITER TRILLIUM 0106
1. CFARS WILL DEPLOY A COMMUNICATIONS SUPPORT COMMAND POST TO SUPPORT SUBJ EXERCISE FROM 211400Z JAN 2006 TO 220800Z JAN 2006.
2. CFARS COMMUNICATION MESSAGING AND METHODS WILL BE INTEGRATED WITH THE DEPLOYED MILITARY.
3. A DEPLOYED CFARS DETACHMENT (CIW650) WILL ACT AS THE CFARS/MILITARY INTERFACE. CIW681 WILL BE THE NATIONAL NET CONTOL STATION (NNCS) IN A DIRECTED NET. 70 COMMUNICATIONS GROUP UNITS WILL BE THE PRIMARY PARTICIPANTS IN THE EXERCISE.
4. FREQUENCIES JULIETTE/ALFA/XRAY WILL BE USED INITIALLY WITH OTHER CFARS FREQUENCIES ASSIGNED AS REQUIRED.
5. ALL CFARS STATIONS ARE ENCOURAGED TO PARTICIPATE IN THIS EXERCISE. CFARS STATIONS WILL BE REQUIRED TO PROVIDE RELAY POINTS FOR TRAFFIC ORIGINATING OUT OF AND INTO THE EXERCISE AREA AS DIRECTED BY THE NNCS. SPECIFIC CFARS STATIONS WILL BE ASSIGNED THE RESPONSIBILITY OF PROVIDING SCENARIO BASED RESPONSE MESSAGES IN ESSENTIAL ELEMENT OF INFORMATION (EEI) FORMATTED MESSAGES. THIS IS A GOOD OPPORTUNITY TO WORK ON PROCEDURES AS WELL AS THE USE OF DIFFERENT DIGITAL MODES AND COMMUNICATION PATHS. THROUGHOUT THE EXERCISE INTERNET E-MAIL TRAFFIC MAY BE SENT TO THE COMMAND POST BY “NORMAL E-MAIL” USING THE ADDRESS VE3KFS(at)WINLINK.ORG. ALL CFARS MEMBERS ARE ENCOURAGED TO SEND AT LEAST ONE E-MAIL VIA THIS ROUTE.
6. TO PREVENT UNDUE CONCERN ALL STATIONS WILL EMPHASIZE WHEN IN VOICE OR DIGITAL MODES THAT THIS IS A CFARS COMMUNICATIONS EXERCISE. INSERTING THE WORDS QUOTE CFARS EXERCISE EXERCISE UNQUOTE AT THE BEGINNING AND END OF THE MESSAGE TEXT WILL IDENTIFY ALL EXERCISE MESSAGE TRAFFIC.
7. STATIONS PARTICIPATING ARE REQUESTED TO PROVIDE A POST EXERCISE REPORT TO CIW650 WITHIN TWO WEEKS OF ENDEX.
8. THIS TYPE OF EXERCISE IS VERY IMPORTANT TO CFARS AS WE ARE DEMONSTRATING A KEY COMMUNICATIONS CAPABILITY IN SUPPORT OF MILITARY DOMESTIC OPERATIONS. CFARS CAN PLAY AN IMPORTANT MISSION BY:
A. PROVIDING CFARS CAPABILITIES TO TRAIN WITH DND REGULAR AND RESERVE UNITS.
B. PROVIDING A RELIABLE POOL OF TRAINED AND EQUIPPED CFARS AMATEUR RADIO OPERATORS AND STATIONS FOR MESSAGE TRAFFIC HANDLING.
C. PROVIDING ADDITIONAL SUPPORT TO DND WHEN REQUIRED.
9. ALL CFARS STATIONS ARE TO REVIEW THE CFARS COMMUNICATIONS INSTRUCTIONS AND AMENDMENTS CONTAINED IN DOCUMENT C06-005-013/AG-001.
10. THIS MESSAGE IS A WARNING ORDER ONLY. SPECIFIC DETAILS WILL BE ISSUED IN THE FORM OF A COMMUNICATIONS AND ELECTRONICS OPERATIONS ORDER (CEOI) PRIOR TO THE EXERCISE.

SUBJECT: CFARS Yahoo Discussion Forum
I've added a section to the webpage regarding the new CFARS Yahoo Discussion Forum which is open to all members of CFARS. Joining is voluntary and is a great opportunity for members to chat among themselves and opens up another avenue towards providing input to CFARS.
Thank you to CIW214 and CIW223 for setting up this valuable tool.

SUBJECT: CFARS Updates
Lots of administrative stuff happening in CFARS these days. Here are the highlights for the members.
1. After 9 years of being the main ast. CFARS Manager, I have passed most of my duties onwards to CIW681 who will act as the day to day controller of CFARS. Cliff will be responsible for all CFARS Licensing, documentation and liaison with you, the members. Cliff has also taken on the role of assigning NCS stations, so help him and and volunteer for some Sunday night nets. He will also continue to run the Wednesday evening digital net. Cliff will be a very busy man, please give him your support. As for myself, although I have stepped back from the day to day operations, I will remain a member of CFARS and will be more active as an on-the-air member, taking on Net Control duties and assisting with the digital side of things. I will also remain the webmaster for CFARS.
2. Now that I have freed up some time, I plan to revamp and update the CFARS website on a much more regular basis. I've added a new section NCS Schedule, so folks can keep track of when their on duty, new Application form for new members, updated the Contact list, added some more Download files/programs and will be updating the Links section as we go on.
3. We may have some "small" exercises upcoming so please stay tuned.
