EXERCISE SEASONS GREETING

PURPOSE: To ensure all CFARS members have an adequate opportunity to maintain active status.  To check propagation between as many stations as possible. To see who scored the best with SANTA.

DATE:    30 December 2000

TIMES:   1500z to 1900z

FREQUENCY:  Juliet and Foxtrot

CONTROL: CIW622 Len

OUTLINE:  CIW622 will open the net at 1500z 30 Dec on Juliet. Check-ins will be taken from the top of the hour to the half hour on Juliet. Check-ins will be taken from the half hour to the top of each hour on Foxtrot. Members are encouraged to check in as often as they like. Members will be expected to assist net control with relays. 1900z will be closing remarks.

DEBRIEF:  Results of exercise activities will be passed on early in the New Year.

All Members, (RE: CALLSIGN ENFORCEMENET)

    Well hello everyone.  I hope that you all had a great summer.  Now that summer is over I have some more time to go over all the records and sort out a few items.

    For some time now, members have been inquiring about new callsigns. Many of you know people who would like to become licensed but due to all 100 callsings being allotted there have been very few available.  This brings up an important item that the executive has been struggling with for several years.  We all know that our 100 members are not all active on the frequencies. For the past 3 years, a core of 15-20 operators have faithfully been carrying out all CFARS activities.  Even during Op Abacus only 47 operators participated.  Where is the other 50-70% of our members?  This is not fair to the numerous applicants who can not receive a callsign.

    So, from this point forward all CFARS members will be expected to "maintain a minimum participation in the operation of CFARS" as stated in the CFARS Manual (C06-005-013/AG-001) section 408 para b.

    Now what does this mean?  This does not mean that members are expected to show up at all the nets.  We know that this is unrealistic; however, it should not be to much to ask for members to check in on occasion for any operational updates.  So to put a time frame on it,  each member will be expected to check into a regular scheduled CFARS net or submit a log of active times that you made calls on any CFARS frequency, to myself, at least once per 3 month time frame.  Failure to do so will result in the member receiving a notice requesting an explanation.  If the member has a legitimate reason then their file will be updated and the matter dropped.  At the end of a second 3 month time frame, if the member has still not made an effort to participate then their license will be revoked and their callsign reissued.

    Of course there are many reasons for inactivity, snowbirds, equipment failure etc.... these are going to be expected and will be acceptable reasons (within reason).  The enforcement of the regulations is not to upset anyone but to make CFARS more effective in it's operations.  Members who are unable or unwilling to participate place an increased burden upon themembers who are active, as they have to pull the extra weight.
